In this 123rd edition in the series, Clay addresses the issues surrounding the tragic sinking of the Iranian Oil Tanker Sanchi after a January 6 collision with the Hong Kong registered bulk freighter CF Crystal, off the coast of China. With China one of the few states that never ratified the International Convention on Civil Liability for Oil Pollution Damage or the IOPC Fund Convention, Clay speculates that China may re-think this position with the huge liability they will be facing from the pollution damage associated with the sinking of the Sanchi.
