Welcome to the 80th Annual General Meeting (AGM) of the Council of American Master Mariners and our Professional Development Conference (PDC). This year, our focus is, 'Who Is Really in Command of the Ship." Please consult this program for information concerning all social events and meetings. Thank you Captain Manny Aschmeyer and Captain Zeluff for putting together this year's events. Their onsite assistance has enabled us to put together an excellent program.

On Thursday night, we will enjoy a Dinner Cruise of San Diego Harbor. Spouses and guests can take advantage of outings as noted on the Events Section of the program - Two different tours of San Diego with lunch. Additionally, there are many local attractions in the area for guests to explore on their own.

All members will need to maintain a steady course to enable us to complete the AGM agenda. Positions, Sidelights, Website, Membership, next two AGM locations and Committee appointments all need to be addressed. The Closing Dinner will conclude the Conference. Dinner will be followed by the presentation of the Lalonde Award and the Keynote Speech, given by the U.S. Maritime Administrator, Rear Admiral Mark Buzby.

Closing Dinner Keynote Speaker
Rear Admiral Mark H. Buzby, US Maritime Administrator

Rear Admiral Mark H. Buzby was sworn in as the United States Maritime Administrator on August 8, 2017. Prior to his appointment, he served as president of the National Defense Transportation Association, a position he held since retiring from the U.S. Navy in 2013 after over 34 years of service.

After graduating from the U.S. Merchant Marine Academy in 1979, Admiral Buzby was commissioned in the US Navy in June 1979 and embarked on a distinguished Navel career. He had command of the destroyer USS Carney (DDG 64), Destroyer Squadron Thirty-One, and the Surface Warfare Officers School. Ashore, he served on the staff of the Sixth Fleet and as the Commander of the U.S. Navy's Military Sealift Command from October 2009 to March 2013.

Admiral Buzby's personal awards include the Defense Superior Service Medal, Legion of Merit (four awards), Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal (five awards) and various other unit and campaign awards

Who is Really in Command of the Ship, NTSB perspective.

Mike Kucharski came to the NTSB in late 2014. Since joining, he has investigated deep sea, brown water, commercial fishing, and dive vessel accidents.
Immediately prior to joining the NTSB Mike was the Managing Director of Orion Maritime Consultants, LLC. Captain Mike also served as Port Captain / Marine Manager for the Celebrity, Azamara, and TUI cruise vessel fleets, where he was able to focus his operational and legal expertise to ensure company vessels were properly staffed, equipped, and compliant with regulatory and company standards.
In addition to his 23 years’ seagoing experience aboard freighters and tankers (11 as master) in all deck officer positions on some of the world’s more challenging waters, Mike enjoyed a collateral 30-year career in the U.S. Naval Reserves. As a Reservist, he utilized the skills obtained through his merchant service to act as an advisor or instructor at numerous deep draft and shoreside commands. He has also served as counsel, consultant, and expert witness to vessel and shipyard owners, underwriters, clubs, syndicates, construction companies, and transportation entities.
Mike Kucharski holds his Juris Doctor from Regent University School of Law and his Bachelor of Science, Marine Transportation, from S.U.N.Y Maritime College. He is currently licensed to sail as master of vessels of unlimited tonnage, upon oceans; and to practice law in the Commonwealth of Virginia.

Are Captains Ready to Take Command?

Erik Kravets is a founding partner of Kravets & Kravets (http://www.kravets.de), a maritime and admiralty law firm providing bespoke solutions to clients navigating the North Sea and beyond. Clients involved in ship brokering and management, offshore, towage and salvage, vessel chartering, cargo handling/stevedoring and carriage of goods by sea come to Erik for representation. Erik also teaches maritime law with a cruise focus at the Bremerhaven University of Applied Sciences and commercial law at the Maritime Academy of Cuxhaven. In his other pursuits, Erik is a regular contributor to Maritime Executive magazine.
