Dr. John A.C. Cartner discusses the recently-passed Waterway Resources Reform Development Act (WRRDA), and the need to prevent an infrastructure “slow-motion Katrina” by making sure that the anticipated $125 billion needed to support the U.S. Army Corps of Engineers estimate for all the hundreds of locks improvements and inland waterway enhancements is appropriated. He also comments on ports that are winners and losers based on accommodating infrastructure for the new era of Super-Panamax ships as the widening of the Panama Canal is completed in 2015. He also calls on MARAD to develop a real-time, computer-based, living technological model for U.S. maritime infrastructure that would take both blue water and brown water needs and interface requirements into consideration.
