Maritime TV is pleased to re-launch the Internet TV series known as "Conversations with Cartner", a regular video discussion on maritime industry issues of the day led by Shipmaster and Maritime Attorney, Dr. John A.C. Cartner along with participating industry professionals.

In this installment, Dr. Cartner is interviewed along with Joe Keefe, Editor of Marine Logistics Professional Magazine and MarineNews Magazine, on issues and new ideas surrounding training at the State Maritime Academies and the U.S. Merchant Marine Academy (USMMA), stimulated by a recent article Joe Keefe recently wrote entitled Domestic Maritime Training: In Extremis that appeared at www.MarineLink.com.

During the production of the most recent October 8, 2015 ‘Conversations with Cartner’ interview regarding the tragic sinking of the El Faro, Dr. Cartner made the following statements.

“There wouldn’t have been a riding crew out there doing engine work if she hadn’t had engine problems before.”
“She was an old ship, an old steam ship, and old steam ships often have riding crews going along to fix things.”

Technology, Owners and Labor Supply

There is growing concern that technology and owners and labor supply are not well coordinated. Owners are loath to provide technology they do not know will work reliably. It is growing increasingly hard to recruit skilled labor for the industry. A recent survey showed that one of the big complaints among seafaring staff was the increased regulatory burden of reporting and inspection which occurs at every port visit.

Identity and Kings Point – The Real Question

The press has reported an ongoing existential debate as to the US Merchant Marine Academy. Recently, there seems to have been a focus on matters of leadership and the necessity to train students at the Academy in that art – both in definition and practice.  

The Kings Point debate is necessary and indeed healthy. It will bring about a much stronger school. However, the debate is not new. We must remember that the first inklings of the confusion in the government about the training of merchant shipping people arose in the Grant administration when money was set aside for the US Navy to provide us with their version of training in proper seamanship and in vessel operations. How quickly we – and they – forget. The US Navy-sainted John Paul Jones was a pretty competent commercial shipmaster fewer than one hundred years before the training concept was funded and before he put on the RN-copied uniform and his silly two-ended hat. But that is another story.
